Possibly because you are running McAfee VirusScan or a similar scanner that looks at emails going out of your system.
Cause: McAfee VirusScan (and other email virus scanners) intercepts emails on the way out of Windows and scans them for viruses. Unfortunately, the sending program needs to be known to McAfee for it to do this and the default action, if it doesn't know the program is to block them.

    Remedy:
The best solution is to add javaw.exe to the list of programs which McAfee allows to send emails. On Enterprise Verison 8.0 of McAfee, choose the "Access Protection" option and the Port Blocking tab. Click on "Prevent mass worms from sending email" and choose Edit. At the bottom of the panel you will find a "Excluded Processes" which are the ones allowed to send emails. Add javaw.exe to the list after a comma (,) and press OK.

Alternatively, you can turn off the outgoing filter by unchecking the "Prevent mass worms from sending email" on the Port Blocking tab. This is NOT recommended.
